  • Not a glitch, this is a mechanic to simulate rain when base are not rendered, cause rain does not exist in non-rendered area, without this you could find your water tank empty after irl days if no one is close to your base during rain. Not sure tho why it did not work for you on higher ground, always worked for me anywhere as long as there is no roof on top of water tank (cause rain simulation, not condensation, but still à good word to make sense)
